The Typhon Pact was a political, economic and military alliance between six interstellar powers, the Romulan Star Empire, the Breen Confederacy, the Holy Order of the Kinshaya, the Gorn Hegemony, the Tzenkethi Coalition and the Tholian Assembly. The Pact was formed in 2381, after the devastation caused by the Borg invasion of that year, as a counterpoint to the United Federation of Planets and its allies in the Khitomer Accords. During the first few years of the Pact's existence, their espionage efforts focused mainly on stealing designs for the Federation's slipstream drive technology. (Star Trek: Typhon Pact novel: Zero Sum Game)
