Secretary-general was the title given to a chief administrative officer in many different organizations, political groups, and other planetary government bodies.

- Bill Jordan of the Federation from the 2370s. As of 2383, he still held the office. (Star Trek: Pioneer)
- Talnoc Lore of the Oralian Peace Union from 2381-2382. (Star Trek: Pioneer)
- Himta Mayala of the Federation from the 2360s-2370s. Mayala later went on to serve at the President of the United Federation of Planets between 2373-2381. (Star Trek: Pioneer)

Secretary-General was the title given to the head of the Federation Council, similar to position held by the Speaker of the House in the United States.
